About the Job

 

Summary

A member of the executive team with responsibility for providing strategic and functional direction to ensure that the Agency’s commitments are met. Leading on all HR and People policies and processes, enabling achievement of the corporate plan and ensuring strong direction, governance and control of the Agency’s business.

The role takes overall accountability for the agency’s ambitious vision and stretching change agenda, setting the strategy and translating this into delivery at pace through the DECA Transformation Programme and operating model. This includes working with external governmental and non-governmental departments and business to align strategic intent.

Additionally, the role has overall accountability for providing strategic and functional direction to embed a culture of high performance, change, driving development of behavioural, organisational, leadership and management, Diversity & Inclusion (D&I) and leading business communications to support delivery of the Corporate Strategic Plan and position DECA for the future.

Job description

Key responsibilities include, but are not limited to:
• Develop and embed organisational culture through upholding and championing the organisational values and ethics; ensure these are live and embedded in policies, practices and procedures.
• Monitor and control business activities and performance via the senior management team. Monitor organisation processes to ensure efficient use of resources within agreed budgets and parameters
• Drive accountability downwards through the organisation. Aid problem solving and troubleshooting, always seeking to develop others in the process.
• Ensure organisational structure and skills support current demand and is planned to meet future goals
• Accountable for the leadership, development, implementation and delivery of the DECA Transformation Strategy.
• Accountable for the leadership, development, implementation and delivery of the of the DECA People Strategy and underpinning strategies (such as the Reward Strategy, Learning & Development Strategy, D&I Strategy and the Employee Engagement Strategy).
• Leadership of the People (HR) function and the Transformation Programme Team / Office.
• Establishment and leadership of a business communications function, overseeing all internal and external communications, ensuring its message is consistent and engaging.
• Contribute to the achievement of the Agency’s business objectives, provide strategic and commercial analysis and guidance on People and Transformation plans, targets and business drivers.
• Lead highly visible and high value projects and programmes (up to £10m) programmes as required.
• Contribute to the development of the DECA Corporate Strategic Plan (CSP), taking ownership for establishing and agreeing priorities, business forecasts and tangible targets.
• Lead and enhance the management/TU relationship

Skills and Experiences

Responsibilities
 
Candidates will be a recognised and experienced people professional, evidenced by at least Chartered Membership (Fellowship preferred) of the Chartered Institute of Personnel and Development.

Educated to degree level or equivalent, preferably in a human resources or management discipline.

Essential:

Excellent analytical, commercial and financial management skills,
Influencing and negotiation at strategic, operational and commercial/business levels

Proven broad leadership experience and leadership at a senior level in HR, people and change.

Excellent IT skills in excel, word, PowerPoint, remote working.

Knowledge of the sector and industry, in particular defence.

Minimum Chartered Membership (Fellowship preferred) of the Chartered Institute of Personnel and Development.

Educated to degree level or equivalent, preferably in a human resources or management discipline.

Background and/or substantial evidential experience working in public sector

Desirable:

Qualification or accreditation in Change or Project Management (such as APM, Prince 2)
