Summary

To ensure that the support and production areas are managed effectively and efficiently by providing line management direction and challenges to enable the delivery of the Operations Team business plan. To ensure all contracts are adhered to and legal requirements met within MOD and Civilian legal frameworks. To ensure that the teams are fully trained and supported so they can work safely, efficiently and effectively, setting targets and team KPI’s, work closely with other stakeholders taking the responsibility for all deliverables, working with customers and suppliers to provide solutions and implement new contracts and deliver existing services.

Job description

1. Ensure processes and practises are in place which are compliant with all legislative requirements, including continual improvement of processes relating to Health, Safety, Welfare, Environment, Quality and Airworthiness of equipment within a cost effective and controlled manner. This includes all activities undertaken at both DECA and all deployed locations.
2. Actively participate in all sales and operational planning activities for DECA. Support and attend new service provision, demand and supply meetings providing engineering and local knowledge to ensure the business plan is achieved utilising all resources (people, buildings machinery, materials, IS systems etc.) effectively, within a cost effective and controlled manner.
3. Interpret and manipulate complex business data to assist the business when making strategic decisions.
4. Drive continuous improvement and implement changes which deliver enhanced efficiency, delivery performance and ultimately best value for defence.
5. Ensure quality of service is maintained and meets the standards set by the business and achieves continued accreditation standards (ISO, UKAS, MAOS). This includes direct support of the internal and external agencies carrying out audits on DECA1.
6. To act as a focal point for customer requests, host customer visits, build and maintain relationships with customers, chair meetings, visit customers in their location to gain understanding and problem solve any issues at occur and promote DECA capabilities.
7. Provide direction, leadership and strategic decision making to ensure the operational requirements of the team are achieved.
8. Work cross functionally across DECA to provide direction and clearly define Operations team requirements, provide subject matter expertise to ensure the effective delivery of services.
9. Accountable for the administration, discipline, well-being, welfare and provide a duty of care for all department personnel including deployed teams.
10. Ensure that all applicable organisation, administration and engineering/support orders are brought to the notice of appropriate personnel.
11. Security of department’s facilities and maintenance of measures to safeguard against theft, fraud or fire.
12. Create and promulgate business cases to justify investment into new capabilities, building changes, recruitment of personnel, obsolcence management to support continuous improvement within the area.
13. Manage financial delegated authority of budget per area, this is achieved by managing travel, overtime, consumables and any other cost related activity within the area. .
14. Develop performance measures to ensure departmental performance is in line with DECA Key Performance Indicators.
15. Actively participate in the Business Process Owner Group be the responsible Process Manager for creation, review and compliance with area specific DECA processes.

Responsibilities

Essential:
BTEC, HNC or equivalent in management or engineering.
IOSH Managing Safely
Proficient/experience in the use of Microsoft Office tools.
Proven engineering background.

Desirable:
Level 4 ILM or equivalent qualification in Leadership & Management.
Experience of managing a multi-skilled and unionised work force.
Problem solving experience, CI, report writing, MRP/ERP experience
